My understanding after this message popped up when trying to write to a model, is that he applied this filter. Indeed, I removed my credit card a while ago, but I do have credits in my account. Maybe you could make a rule that if you have credits, this block shouldn't be applied.
I haven't tried if I could tip him, but since I am blocked from chatting with him, I don't want to spend any credit in that room.

Just add your credit card. That is the requirement to be a premium user.
Basic users ( ones without credit cards linked) don't get to chat.
