another suggestion would be that basics are allowed to chat but it's set for a maximum of 1 min each day on the site after which they are automatically muted even if they log off and log in again. The fact that a basic account would be muted after 1 min would also be a deterrent on them opening a new basic account as they would all be muted after 1 min. Guests should never be allowed to chat and F4F should really mute them then they can't even post the emoticions/emoiji's either.
